Dan, after tweaking the prefs I noticed that my X11 had been
downgraded from 2.3 to 2.1 or so, maybe because of a recent system
update.
Installing the 2.4 upgrade brought the prefs window up to date,
including the extra tab for setting sync behavior.
You might want to check if you're running an older X11.app due to a
system update.
