You don't normally need to set your DISPLAY manually. Don't do the
setenv DISPLAY 192.168.21.159:1.0.

This official position of this list is to discourage enabling this
connection. That said, if you need to (I am supposing this is required
by the xyvision software), go to the Preferences window. In the
Security tab there is an option for allowing network connections.
Check this and restart X11 and the connection should be enabled.
