X11.app should be doing this. If you are not running the standard window manager, you may need to run quartz-wm in a special mode to provide the pasteboard mapping facility without the window management functionality; from quartz-wm(1):
--only-proxy
This option indicates that the program should not attempt to man-
age any of the display's screens. However the selection proxying
features will still be enabled, meaning that a different window
manager may be used, but cut and paste will work as if quartz-wm
were running.
(Also, may I note that neither this nor two other options mentioned in the manpage (-d and --no-pasteboard) are listed in the summary at the beginning of the manpage; this is unfortunate at best.)
