Yes, OSS has licenses, but not End User License Agreements. No open
I think Jeremy does not get to dictate to the team maintaining the installer framework that his package should get to skip the license step.
You're busy ascribing lots of negative stuff to lots of people at Apple; had it occurred to you that maybe the real problem is not malice and not stupidity but "insufficient justification to change this"? Like, maybe your use case is *not* a priority with Apple's management, no matter how much of a priority it may be for you?
Likewise, your rather sharp question about decision making with respect to distributing X11. What makes you think Jeremy had any significant say in it? I rather suspect the decision was made by whoever is in charge of OS releases, at a much higher level in management. Being snotty at Jeremy about it (a) is pointless (b) just means he's going to be less inclined to help you find ways to work around it.
