Did you log out and back in (or reboot) first?  If not, it won't be registered properly with launchd and won't start.  XQuartz.app is just a frontend that launches xterm, or some other program you can specify using the "defaults" command; all of the real work is done by a pair of launchd plists and requires some setup that is only done at login time.
