It sounds like twm is either not being found, is crashing, or is producing an error message. Is there anything useful in /var/log/system.log or in ~/Library/Logs/X11?
Additionally, you should avoid using ~/.xinitrc as that will clobber anything setup by the system. You should fill ~/.xinitrc.d with scripts which will be exec'd in order by XQuartz's xinitrc.
