I'm running 2.7.11 (xorg-server 1.18.4) on a mid-2015 MacBook Pro
on Sierra 10.12.1.
Generally I'm running about 20 xterms connecting to various Linux
servers.
While I'm in a non-X11 app such as Google Chrome, the X11 windows
pop to the top, but XQuartz isn't current (e.g. the chrome menu
is still at the top of the screen).
This is a bit annoying to say the least.
