X display issues with Emacs under X-Quartz

When launching emacs, I'm finding the window size is very small and then it
grows larger towards the end of invocation. This behavior does not occur
in the Debian Linux X11 server.
I'm also finding that creating a new Emacs window using C-x 5 2 also has an
issue with the window showing garbage in what looks like a bigger window
frame.
Has anyone seen this? Is it a known issue?

I'm running Debian 10 in a VM and using X-Quartz over SSH session to
Linux. My screen size is a 12" MacBook 2304x1440 pixels.
