The User Scripts menu has the Un/comment command (in the Comments submenu) that will do what you describe. If you haven't installed the User Scripts menu, look at the Xcode release notes (or help doc, depending on the version you're using) for instructions.

I've searched for one, but haven't found it. It seems like such a simple, common element for an IDE, I have trouble believing it's doesn't exist.
