PB almost did this, though tab exhibited some odd behaviour. XCode doesn't for some reason. I tried turning on "syntax-aware indenting", but that forces its own indenting, and that's not what I want.

All you should need to do is to turn _off_ syntax-aware indenting. (You probably also want to have "Editor uses tabs" setting turned on in the Text Editing prefs.)
