What enables run button?

What exactly make Project Builder and Xcode enable their run buttons? I use ant to build my WO projects and have build targets invoking ant. Sometimes, the run button stays disabled after a successful build. A workaround is closing and reopening the project. If I knew what the ide is missing, I could possibly issue a nudge from my ant build script.
