What happened to pbxbuild???

I can't find pbxbuild on my panther machines. It's in /usr/bin on Jaguar machines but not there on Pather. It's documented to be part of the Xcode train, http://developer.apple.com/documentation/DeveloperTools/Conceptual/ ToolsOvr_Book/index.html#//apple_ref/doc/uid/TP30000415

I've looked in all the places which make sense to me, but it appears to be MIA.

Help!
