This is what we're talking about:

Xcode Update v1.1
vs
Xcode Tools v1.1

The problem as I see it is that there are two things with the name 'Xcode',
and from the information on the ADC download page, there isn't enough
contextual information for a user to determine which 'Xcode' the title for
each file is referring to.

The ADC page also states the following for each without having to download anything...

"The Xcode 1.1 update provides overall stability and performance enhancements to Xcode IDE, as well as improvements to debugging, workflow, the Xcode build system and CodeSense. It is recommended that all users of Xcode install this update."

"The Xcode Tools 1.1 release is a complete installation of the Xcode development tools. It requires Mac OS X v10.3 for installation, and can be installed over any existing Xcode 1.x installation. See the Read Me document for more information."

...and for the prior Xcode update and tools release...

"The Xcode Update 1.0.1 addresses an Xcode IDE issue that could potentially lead to data corruption or the loss of files particularly when source files contain illegal characters. It is strongly recommended for all Xcode 1.0 users."

"Xcode Tools version 1.0 include gcc 3.3, Interface Builder 2.3.4, AppleScript Studio, updated documentation, performance tools. NOTE: Requires Mac OS X v 10.3 or later."

With a little reading it really isn't that confusing but I guess if they used "IDE" in the title folks would be happier...

Looking over the following page it become even more clear on the use of the naming...
http://developer.apple.com/tools/macosxtools.html

From this point forward everyone just equate "Xcode IDE" with Xcode.app and all should be happy.
