That's odd - my Mac runs as a server (Apache, DNS, SQL etc) and it is extremely rare I get PID's even over 1200 after a month of use (and developing on).

I wonder what the view is from Apple engineers, if they're not too busy with the season's chocolate biscuits :o)

What processes do you get when you run 'top' or 'ps -ax' from the command line, both right after startup and after running Xcode? This looks like another app is causing the problem, probably a startup item/kernel extension.
