Does submitting a crash report replace opening a bug?

I have found a reproducible crash in Xcode 1.1. The first time it occurred, I used the snazzy "Send to Apple" feature of the Panther CrashReporter. But this begs the question: Does submitting a crash report fulfill the same purpose as logging in and reporting a bug? Should I do both? And is there any value in submitting crash reports for subsequent crashes that are caused by the same bug?
