target cpu and scheduling

In build settings in the compiler section under "code generation", there
are two items, "target cpu" and "instruction scheduling".  The contextual
description for each includes the phrase "code will not run on older
processors".  Is this in fact true?

The default for instruction scheduling is "powerpc G4"... which seems
odd, if true.  That would suggest that out of the box, any compiled apps
would fail on iBooks, etc.
