I had re-installed Xcode before I sent this original message, hoping it
would restore the man pages.
I just now looked at the install.log. It has many, many lines 3Cannot find
file: /usr/share/man/man3/xxxxx.32.

I have the man page for strcmp installed on my machine, for whatever
that may be worth. It shows up in section 3, as expected.
I don't think I've installed anything beyond the four CDs that shipped
with Panther which might have added it specially.
