How to build for other than 10.3

Can someone give a summary of how to setup an app to build for an OS other than 10.3 (10.2 would be all that's required)?

It's set on deployment build style, with a OS X deployment target of 10.2.

However, it crashes on a 10.2 system when loading dylibs. I suspect it's dying on libiconv since that's getting linked in by something and is not present on 10.2.
