OTHER_CFLAGS and OTHER_OPTIMIZATION_CFLAGS

What's the difference? I assume they just both get passed to gcc? I have some optimization flags (like unroll loops, fast math, etc), from a PB project, and they are put in OTHER_CFLAGS, but OTHER_OPTIMIZATION_CFLAGS sounds better.
