Except that my DevToolsCore framework folder, located on my 10.3.1 disk
at
/Developer/SDKs/MacOSX10.3.0.sdk/System/Library/PrivateFrameworks/
DevToolsCore.framework, does not contain a Resources folder. In fact,
there appear to be no .pbfilespec files on my system at all.
