From the XCode release notes ("Help" menu, "Show Release Notes" Item):
Xcode plugins can be written using AppleScript Studio. There is a new
project template "AppleScript Xcode Plugin" in the "Standard Apple Plug-ins"
group. A few brief notes of its usage are as follows:

There are also other notes there about new Apple Scripting abilities.
