IB can't embed a custom view in an HIScrollView

I have a Carbon nib into which I would like to add a custom view with some scroll bars. The typical way of doing this is to put a scrollable view (eg HIImageView) into the window, then choose the "Embed In/Scroll View" menu item. However, I haven't found a way of doing this for my own custom view classes. Whether I define my view as a User Pane, Custom Control, or HIView in Interface Builder, the "Embed In/Scroll View" menu item is always dimmed.

I looked in IB's help, but couldn't find any clue as to how to do this (can't say I was surprised!). Does anyone have any ideas?
