10.1 SDK won't install on Panther

I don't know if it is a known problem, but when I launch the 10.1 SDK Installer from the XCode 7B85 disk image, it says that it can't install on my system.

Oh well. Does this mean that I can't cross-develop for 10.1 using XCode and Panther ?
