I am in EXACTLY the same set of circumstances. I have one G5 on which I have
installed development tools via a route that I didn't record precisely
(involving, you know, a couple of OS 10.3 updates and so forth), on which
everything works. Unfortunately, I can't reproduce a particular problem on this
machine. Our customer service department let me get first crack and their
brand-new dual-processor G5. I partitioned the drive, did a Software Restore on
"my" partition, installed the development tools from the Panther four-CD set,
and get the same error.

As of ten minutes ago, I was able to resolve this particular problem by
installing the 10.3.0 cross-development SDK and selecting "cross-develop for
10.3.0."
