It's available to everyone. I've got a free membership and I'm pulling
the segments as I type. 372.4 MB in total.

The ADC site said that Xcode 1.5 would be available for general
download by everyone today. I don't know if it's visible yet to the
general public, but it's supposed to be there today. I installed it
yesterday and (so far) everything is working well, although I am not
an Xcode "power user". One very noticeable improvement is that the
indexing now takes place in the background in a (I assume) low
priority thread. Much better! Oh, and also code completion for java is
now available.
