Certain bugs (e.g. Enhancements) do not require the System Information report. However, when it is required, you have control over the size of the report.
Since I'm still on dialup, I set the output to "Short Report" from the "View" menu in System Profiler. Then, when you save it, you'll end up with a very small file. Mine is around 30K.

Such links are only clickable by Apple. It allows them to easily bring up that bug in Radar. Thus, its just something we can do as a courtesy.
