It should be.

No. Currently agvtool is a shell script that works directly on the
project file and tacks on support for CVS (realize that agvtool was an
internal submission tool that "leaked" out to external users via the
Developer CD). IN a future release, we want to rewrite agvtool to be a
command line tool that links against the Xcode frameworks (which would,
among other things, provide support for any SCM system that Xcode is
aware of).
