It sounds like the latter, in which case I'd suggest you first simply
try to force quit the installer and try again. If that fails I suggest
you run the uninstaller script found on the disk image, and then try to
install again.

If you are running the Xcode 1.1 Software Update, you should download a
full CD and see if you can install off of it. If you uninstall the
Xcode Tools, you will need a CD to install anyway. Instead of
installing Xcode 1.0 CD, you should download 1.1, 1.2 or 1.5 and
install it.
The Xcode 1.1 Software Update only updates the Xcode application, not
the tools on the rest of the disk. The 1.1 CD has the rest of the
changes, and 1.2 and 1.5 are even newer.
[demime 0.98b removed an attachment of type
application/pkcs7-signature which had a name of smime.p7s]
