Sure, but it sounds like a potential bug in AppKit rather than in IB,
in which case it's probably better suited for Cocoa-Dev. If you're
certain that it's a bug (and you're not looking for confirmation from
fellow list members), then it's probably even better to just file a bug
report right away.
