"Can't locate framework" error

I have a libxml framework (from http://zveno.com:16080/open_source/),
which I originally installed in ~/Library/Frameworks, and I was able to
build my product successfully with that arrangement (the framework is
also copied into the app bundle so it'll work on other systems). But
since I want the project to be buildable on other systems, and XCode
doesn't have user-relative paths, I moved libxml to /Library/Frameworks
and updated my project accordingly. Once I did that, I started getting
linker errors: "ld: can't locate framework libxml". Why doesn't it find
frameworks in the root Library folder?
And before you ask, I don't want to depend on Panther's built-in libxml
because I don't want to require 10.3. Plus I may also soon be adding
libxslt, which will have the same problem.
