Not sure if apple calls this a bug or a feature. the documentation indicates that as of xcode the script phase order is indeterminate unless you set up dependencies on files. its not at all clear how to set up the dependencies to me. i filed bug report 3893373 on it. but its still in open/verify state. i got one question about it in email and nothing since (like november).

Perhaps if you file one to or append to mine it will help the priority.
