Building "plugin" for xcode?

Have been developing a simple developer tool that I'd like to integrate into xcode such that it can query the open projects and insert files. This would have UI similar to the new file wizard, however I can find no documentation, samples or even hacks referencing this. There are a number of references to the existence of a project builder framework, however this seems to have been header-less and I have not seen anything for xcode.

Any ideas anyone?
