You'll get the Tools on a CD with your copy of 10.3. The 1.1 update
download is (IIRC) about 12-15Mb (not 600). And you don't need a paid
membership to download it. Furthermore, unless things have changed
lately, you don't need paid membership to order tools on CD from ADC.
As stated by Apple on various lists, the XCode 1.1 update you get from
Software Update is not a complete update (it only updates the IDE and a
few other things). To get the complete update (in the absence of a real
CD), you need to download the full XCode 1.1 CD and run the full
install.
