can't open library header file in Xcode

Hi, there!
As I mentioned in the title of this message, I can't open the header
files (eg. MacWindows.h)
in /System/Library/Frameworks/
Carbon.framework/Versions/A/Frameworks/
HIToolbox.framework/Versions/A/Headers/MacWindows.h using Xcode.
The error message says " Could not find file
/System/Library/Frameworks/
Carbon.framework/Versions/A/Frameworks/
HIToolbox.framework/Versions/A/Headers/MacWindows.h. Perhaps it was
moved or deleted?"
Even though I can open the file using text editor, it does nothing when
I double-click the file in Finder.
Is any version problem or something else?
Please let me know if you have any experience about this problem.
