Ahhh, excellent! I had searched the Release Notes, Settings and Expert Preferences files, but did not go through the Xcode documentation itself. My bad. Thanks for pointing it out.

Yes - If the directory containing the Xcode project was checked out from a CVS repository, then Xcode will use the files in CVS directory (namely Root and Repository) to locate which CVS server, repository and module to use.

To quote the Xcode doc:

"Choosing the SCM System for a Project"
...
 CVS. Xcode reads the CVS root file in your projects folder and sets itself up automatically.
The CVS support works in both direct (mounted repository) mode and client/server (pserver) mode.
If you can use a particular repository from Terminal, Xcode should also be able to use it.


Of course, this means that you have to do the initial checkout from outside of Xcode.
