Coding with VIM

I have some bash questions for you all:

I have discovered how to change the prompt in terminal (bash) in Panther, by
modifying the PS1 statement in /etc/bashrc, and this has been a huge
improvement.  However, I cannot discover where to set the initial working
directory, which is /Users/<username>.  I would much rather it be deeper in
my dir structure where all my perl scripts are.  Does anyone know how to set
this?
