You can also write Cocoa applications in Ruby, Python, Java, and AppleScript -- all of those languages are dynamic enough to deal with Cocoa/Objective-C objects. C++ doesn't have the required run-time OO power.

No. Cocoa applications cannot be written completely in C or C++. But what you can do is incorporate your existing C/C++ code into a Cocoa app.
