I've also experienced this recently (Xcode 1.2 running under 10.3.3 on a dual 2GHz G5).
The problem I had was that when the viewable portion of my editor window contained sparse code (e.g. comments, simple statements, tons of braces, etc.), typing was quicker. So was scrolling by clicking on the scrollbar arrows.
However, once the viewable portion displayed more complex code, typing and scrolling slowed down tremendously.
CodeSense is probably something to look at. I think I still have CodeSense on and I'm now on 10.3.4. I've been unable though to recreate this. If I do, will definitely file a bug.
Some other details:
I use the original key-mappings as provided with a stock 1.2 Xcode installation.
CodeSense is on, but predictive compilation is off.
I only use a single font (Monaco)
Hmm...I wonder if re-indexing the project may help things.
