On my setups, 'SetFile -a C folder' works on 10.2.8 but not on 10.3.4. In both cases I copied an "Icon^M" file to the folder first. On 10.3.4 reading the attributes from GetFileInfo only indicates a 'C' if I do a Get Info in the Finder and paste in the graphic.
