No.

If the answer is no, what is
the best way to reinstall 1.1.

Uninstall it using "sudo /Developer/Tools/uninstall-devtools.pl". Reinstall the Xcode Tools 1.1. (You should reboot immediately after doing this as it was a downgrade).


Note that due to a bug this may cause /usr/bin/gnutar and /usr/bin/tar to disappear. You should probably move them out of the way before uninstalling and return them afterwards.
