Switch to CodeWarrior, where they seem to take using multiple windows more
seriously.

Alternately, you can try:
-in the toolbar of the open project [if a project is open], make it say
'Show Editor' (instead of 'Hide Editor')
-in Preferences/General, make sure CounterParts always load in same editor
is unchecked
-deleting all preferences that are related to xcode and/or projectbuilder
-formatting your HD and reinstalling everything
-breaking your computer in two and becoming a hermit
-switching to Window's development, where you also can do all your editing
in a single window
