ProjectBuilder is NOT supported on OS X 10.3.x.  It does seem to mostly
work, but only Xcode is supported on OS X 10.3.x.

ProjectBuilder is only supported on OS X 10.2.x or earlier.

[at least, this is my understanding of what Apple supports]
