Xcode 1.2 Install Problem

Downloaded Xcode 1.2 to my iBook G4 (10.3.4) but can't seem to install it.
Unstuffing seems to work fine but installer fails with a message that the
"Developer" package cannot be opened. It has an "missing or old Bill of
Materials".

Any ideas?
