Xcode will use all the stuff in your terminal environment to work out where stuff is. Once it works at the terminal will also work for basic syncronisation and such like. cvs add is still pretty ropey.

Once you've imported a xcode project and then checked it out. Open with xcode and look for the status command from your menu. The add file to repository option lies, you will still need cvs add at the terminal.

I can find no way to tell Xcode where my CVS server is. Therefore, I can hardly hope to make it connect to it for SCM purposes.

What is the basic idea?

Check out with the command line CVS, then use XCode from there.
