can't locate file for: -lSystem error

I get the following link error when I try to build a Carbon dylib
using XCode 1.2. Does anyone know what causes this and how to fix it?

/usr/bin/libtool: can't locate file for: -lSystem
/usr/bin/libtool: file: -lSystem is not an object file (not allowed
in a library)
