I have carbon project and when I select my project and I view .c file in
the project file, I noticed that under the Build menu the "Compile",
"Preprocess" and "The Show Assembly" are not enabled. I open up a different
just created new project and under that project the main.c file I see that
these options are available. How Come? Is this a bug or does this depends on
certain project options or what?

Make sure that the Current Target is one that includes the source file you want to compile, and that the file is open in an editor (not just selected in the Groups & Files list).
