Automated packaging

Is there an automated way I can package up my
Frameworks (or Applications) using Xcode? I would like
to have a target that In OS X 10.1, I remember an old
command line tool called mkpackage or something like
that which was a shell script. I think it existed in
10.2, but something broke. It seems to be completely
gone in Panther.

I see the PackageMaker.app tool, but it's all GUI
driven. I would like to automate my process some how.


On a semi-related topic, if I drag and drop a prebound
Framework into /Library/Frameworks, how do I get Xcode
to see it? I've been packaging up the frameworks and
installing them which seems to do the trick (I'm
guessing that "Optimizing" stage is actually doing
something), but I would like a better way. And what is
"Optimizing" really doing, and how do I accomplish the
same thing on the command line?
