This issue annoys me too. Here is the real problem, I think:
The "open in separate editor" menu option (view menu) and the "editing
mode" editor toolbar button (to switch between multi-window and
single-window) are NOT available when a "project" is not open in XCode.
Thus, when using XCode to edit code when no project is open, there's NO
WAY to change between single- and multi-window editing modes, and NO
WAY to open a new editor for a file currently being edited in a
single-window-mode editor.
Note that if ANY project is open, then XCode still "works right" for
editing random code files off the filesystem. It's only in the case
where there is no project open that the XCode editor unnecessarily
hobbled, and "stuck" in whatever editing mode was previously set.
My suggestion (should I fill out a bug report?): (1) Make the "open in
separate editor" menu option ALWAYS available. (2) Provide a likewise
always-available menu option to toggle between single- and multi-window
editing. It's strange that that toggle is only available from a
toolbar, especially a toolbar isn't available when a project isn't
open.
