ADC seed update emails will outline all new items available since the
last seed update email. So it is fully possibly that you could get a
seed update outlining a seed that has already been released to the
public because seed updates are generally sent every week or so.
Just note the date the the seed item itself was made available (see the
listing in the email or online in your ADC login).
FYI the last seed announcement I got was the Nov. 10th announcement as
outlined in the email itself.
Also traditionally seeds remain available even after be available to
the public, at least for a little while.
