Really it should be ":", at least in Finder, but it is probably too late now.

No, slash as in "/". As if you're starting to type an absolute pathname, which oftentimes you are. It'll be entered into the dialog as well, so in short, to navigate to /usr, choose Add to Project... and type "/usr" <enter>. It really is that easy.
